Russia has announced a new international recruitment programme that is designed to dramatically expand foreign enrolment in the country’s higher education institutions. Under the Ministry of Education and Science’s “Development of the export potential of the Russian education system” programme, approved an executive council of the government on 30 May 2017, Russia wants to build its international enrolment from just under 220,000 students today to nearly 310,000 by 2020 (a 40% increase). The programme also sets a long-term strategy to build Russia’s foreign student base to 710,000 students by 2025. This is, to say the least, an ambitious strategy, and one that builds on recent forecasts by Gulnara Krasnova, lead researcher at the Russian Presidential Academy of National Economy and Public Administration‘s Institute of Applied Economic Research (RANEPA). Dr Krasnova points out that the population of foreign students at Russian universities has grown by an average annual rate of 9% since 2003. If that average growth holds through 2029/30, Russia’s international enrolment would rise to roughly 670,000 students. The newly announced strategy clearly relies on even more aggressive annual growth rates. With implementation underway as of May 2017, the programme will initially be rolled out to group of 20 leading Russian institutions, and then to all universities in the country by 2021. Its major components include: Strengthened support services for international students Expanded English-medium degree programmes An increasing range of joint programmes, pathway options, summer programmes, and online programmes On this last point, there are roughly 100,000 foreign students enrolled in distance and online learning programmes with Russian institutions currently, and these numbers are also forecast to increase sharply through 2025. The Russian news agency TASS reported on 23 June that the Science and Education Ministry has brought forward new legislation to ease visa regulations for visiting students. Under the current rules, foreign students can only apply for an initial three-month visa on beginning their programmes in Russia, and are then required to go through regular one-year renewals during their studies. However, under the proposed legislation the maximum term for study visas would be extended to three years. In a recent summary, Russia hardly figured at all among the world’s leading study destinations in 2001. However, in the following 15 years it has gone on to earn a significant market share. As of 2016, Russia was the destination of choice for 6% of the world’s internationally mobile students – making it the 8th-largest host of foreign students after the US, UK, Australia, China, Canada, Germany, and France. Under Ireland’s Third Level Graduate Scheme, international students completing advanced degrees may stay in Ireland to seek employment, work for up to 40 hours per week, and/or apply for a further work permit or green card. Up to this point, graduates from outside the European Union/European Economic Area were entitled to stay and work in Ireland for up to 12 months after graduation. But under the recently announced expansion of the program, this term has now been extended to 24 months for those completing recognized degrees at either Level 9 (master’s degree or postgraduate diploma) or Level 10 (doctoral degree) of the Irish National Framework of Qualifications (NFQ). A notice on the Education in Ireland website confirms that “This will allow eligible graduates who have studied in Irish higher education institutions and whose award is granted by a recognized Irish awarding body at masters or Ph.D. level to remain in Ireland for two years to seek employment.” Non-EU/EEA students completing Level 8 programs (honors undergraduate degrees) will continue to have a 12-month stay back option, whereas those completing a Level 7 qualification (ordinary undergraduate degree) will also remain eligible for a six-month stay back. The move to expand post-study work rights for advanced degree-holders was foreshadowed by the October 2016 launch of Ireland’s international education strategy, Irish Education Globally Connected. Building on several years of steady growth between 2010/11 and 2014/15, the strategy sets out a number of ambitious goals for further expansion, including the following. A 33% increase in international enrollment in Irish higher education to reach 44,000 foreign students by 2019/20. The CBD police got to know of the cheating episode when a Shamsunder Gupta, 24 filed a complaint on Tuesday, saying that two men had fooled his younger brother Suraj Kumar of lakhs on the promise of getting him an MBBS seat in one of the colleges of the city. The culprits in this case are Sahar lahote, 35 and Nikhil Katmani, 28. The former ran Shri Ganeshay Consultancy and lived at the NRI complex, on Palm Beach Road in Nerul; while the latter is a resident of Goa.
The two took Rs20.95 lakh from the complainant for the admission. However, after Surajkumar did not get the admission, they realised they had been cheated. Qatar government has brought in new changes to the procedures for recruiting workers from abroad thus regulating the entry, exit and residency of expatriates,said a report, citing a senior official of the Ministry of Interior.
However, there is no change in the rules for obtaining family visas and residency permits for spouses and children, reported The Peninsula. The conditions for private sector employees seeking a family visa include a minimum monthly salary of QR7,000 to QR10,000 ($1,921 to $2,744). Under the new rules, employers will need to get approval for work visas from the Ministry of Administrative Development, Labour and Social Affairs (MADLSA), before applying at the Ministry of Interior, stated the report citing Brigadier Nasser Jabr Al Atiyyah, Assistant Director of the General Directorate of Passports. The employers can get visa approval from the MADLSA without names and when they sign the job contract with the worker they need to present a copy of the passport, the job contract as well as the ministry approval to get the entry visa for the worker, stated Al Atiyyah Earlier, employers could be granted 100 visas to bring workers as they bring copies of their passports to the Directorate of Passport and Expatriate Affairs at the Ministry of Interior to get entry visas and process their residency permits, he added. "Rules for obtaining family visa remain unchanged in the new residency law and the procedures are simple. There is a special committee which considers family visa applications and takes a decision within three working days," remarked Al Atiyyah. The applicant will receive a text message on their mobile phone informing whether the application was approved or rejected. An applicant working in the private sector seeking a family visa needs to provide a certified marriage document, along with salary certificate and bank statement for six months, said the report. But, with nationalism on the rise globally and a general election in September, he says New Zealand’s international education sector needs greater advocacy. “The general public understands the revenue side but not necessarily how international students contribute to their children’s educational experience and to society in general, beyond the dollars,” the paper says. The paper points out that while New Zealand’s share of globally mobile students has declined, its presence in top 500 rankings has increased as a result of the 12-year old initiative. All eight of New Zealand’s universities are now in the top 500 of the QS World University Rankings compared to three in 2005. The paper also shows that international PhD enrolments have soared since the program was established, from 14% of total HE students to 45% in 2015, equating to just over 4,000 students. Beyond rankings and enrolments, the paper elicited the academic impact international PhD students have made showing that prior to the strategy the rate of citations for New Zealand research was .96% of the world average and in 2015 it had risen to 1.26%. At the University of Auckland, on average, each international PhD student produces 2.7 authored or co-authored papers, 1.1 authored or co-authored book chapters, and 3 authored or co- authored conference papers. “To offer domestic tuition to all doctoral students, full-time work rights to the student and his or her partner, and domestic school fees for their children is unique in its scope and vision,” he said. The program also offsets the overseas experience sought by many Kiwi graduates, the paper contends. Government statistics show 41% of domestic PhD graduates are overseas five years after graduation. Meanwhile, one in four international PhD graduates remains in New Zealand five years after graduation. A recent Ministry of Education report, Moving Places – Destinations and earnings of international graduates, found one in three international students is still in New Zealand five years after their first student visa. Survey sample at students 30 years old and younger, which includes only 21-30% of PhD students. This is a serious flaw in the statistical relevance of the findings as it severely restricts the sample size,” the paper argues. “It is intuitively evident that the extremely low sample size of international PhD graduates under 30 cautions against policy evaluation based solely on this data set.In the run-up to the election, the Ministry of Education has signaled a reevaluation of the PhD scheme and an intention to reanalyse international students using a larger, up-to-date data set. The paper encourages the Ministry to analyze the findings for PhD graduates without the age filter for analyses.
