Since the seventeenth century, fashion designers in France have paved the way in style and innovation, making France one of the most famous couture capitals in the world. Styles such as “la mode” dating back to the reign of Louis XIV, Haute Couture originating in Paris in the 1860’s, and the famous “New Look” in 1947 from Christian Dior, all came from France.
Even the establishment of the fashion press, Vogue, was founded here in 1892, as well as the beginning of fashion shows and couturier houses. Examples of French designers read like a who’s who of fashion greats: Louis Vuitton, Coco Chanel, Paloma Picasso, Yves Saint Laurent, Karl Lagerfeld, Christian Lacroix, Jean Paul Gaultier, and Sonia Rykiel. Design students will find a wealth of inspiration and motivation when studying fashion in France. Fashion Design is a visual expression of art through clothing and accessories. It is based on the personal preferences of a group of people, resulting in a study which not only focuses on style, but also includes social behaviors of populations. Fashion designers create billions of clothing items for consumers each year. There are three main categories of fashion: Haute couture Haute couture is French for high-sewing. Haute couture garments are made to measure, i.e. made for individual clients. They tend to be quite pricey, with large amounts of attention and detail going into the creation and fabrics of the items. Ready-to-wear (pret-a-porter) Ready-to-wear, or pret-a-porter, falls in between the haute couture and mass market categories. It is indeed referring to high-quality clothing, but the garments are bought off the rack and ready to wear and not made to measure. Mass market Mass-market garments are ready-to-wear clothes, and made based on the current trends set by the large fashion brands. They are made from cheaper fabrics and produced by machine, as opposed to hand made, and considerably more inexpensive. The Department of Medical Education and Research (DMER) has proposed Rs 12 lakh fee per annum with a hike of 5 per cent per annum. MM Institute of Medical Sciences, Mullana, run by MM University and SGT Medical College run by a private university, are already charging Rs 75 lakh and Rs 90 lakh, respectively, for MBBS. The colleges are likely to hike their fees further, as they have been given free hand to decide the fee on their own. Sources say that the DMER had earlier prepared a case to bring these two medical institutes under the Haryana Private Health Sciences Educational Institutions (Regulation of Admissions, Fixation of Fees and Maintenance of Educational Standards) Act, 2012 through an amendment during the Budget session. But the BJP government, which has been favouring these two colleges, rejected the proposal citing shorter duration of the Assembly session and in the process gave the colleges free hand to decide the fee. In the provisional fees announced by it for the private unaided medical colleges and institutes of health sciences for this year, the department has proposed over 70 per cent hike in the fees for MBBS, 50 per cent increase for BDS and a similar raise for other courses in private unaided medical colleges and institutes. Last year, the department had proposed a hike of 20 per cent. The department has sought representations on the fees till July 15. A notice issued in this regard stated that the fee structure was provisional and subject to approval of the state government. The proposed fee for BDS Course is Rs 3 lakh per annum against the existing fee of Rs 2 lakh and for BAMS and BHMS it is Rs 1.50 lakh per annum against the current Rs 87,000. The fee for BPT, MPT, BSc (Nursing) and MSc (Nursing) courses has also been increased. Additional Chief Secretary (Medical Education and Research) Dhanpat Singh says that measuring the hike in terms of percentage could be misleading, but the proposed fee has been announced after due consideration of circumstances, which include hike in salaries after the implementation of the 7th Pay Commission recommendations. Under the Ministry of Education and Science’s “Development of the export potential of the Russian education system” programme, approved an executive council of the government on 30 May 2017, Russia wants to build its international enrolment from just under 220,000 students today to nearly 310,000 by 2020 (a 40% increase). The programme also sets a long-term strategy to build Russia’s foreign student base to 710,000 students by 2025. This is, to say the least, an ambitious strategy, and one that builds on recent forecasts by Gulnara Krasnova, lead researcher at the Russian Presidential Academy of National Economy and Public Administration‘s Institute of Applied Economic Research (RANEPA). Dr Krasnova points out that the population of foreign students at Russian universities has grown by an average annual rate of 9% since 2003. If that average growth holds through 2029/30, Russia’s international enrolment would rise to roughly 670,000 students. The newly announced strategy clearly relies on even more aggressive annual growth rates. With implementation underway as of May 2017, the programme will initially be rolled out to group of 20 leading Russian institutions, and then to all universities in the country by 2021. Its major components include: Strengthened support services for international students Expanded English-medium degree programmes An increasing range of joint programmes, pathway options, summer programmes, and online programmes On this last point, there are roughly 100,000 foreign students enrolled in distance and online learning programmes with Russian institutions currently, and these numbers are also forecast to increase sharply through 2025. The Russian news agency TASS reported on 23 June that the Science and Education Ministry has brought forward new legislation to ease visa regulations for visiting students. Under the current rules, foreign students can only apply for an initial three-month visa on beginning their programmes in Russia, and are then required to go through regular one-year renewals during their studies. However, under the proposed legislation the maximum term for study visas would be extended to three years. In a recent summary, Russia hardly figured at all among the world’s leading study destinations in 2001. However, in the following 15 years it has gone on to earn a significant market share. As of 2016, Russia was the destination of choice for 6% of the world’s internationally mobile students – making it the 8th-largest host of foreign students after the US, UK, Australia, China, Canada, Germany, and France.
